The Local Emergency Planning Committee (LEPC) met on Thursday, December 15, 2011 at 10:00 am with the following members present: John Alford, EKAE; Jolene Alexander, USDA – FSA; Don Blome, USD #365; Vern Brown, Advocate Newspaper; Marvin Grimes, Anderson County Emergency Mgmt; Jeff Hupp, Anderson County Sheriff; James K. Johnson, Anderson County Commissioner; Dave Kueser, Southern Star Central Gas Pipeline; Trent McCown, KDWP; Michelle Miller, Anderson County Public Information Officer – Road Dept.; Glenn Mudd, Beachner Grain; Don Nungesser, Anderson County Coroner; Bob Palmer, Lybarger Oil; Kevin PeKarek, Garnett Police Chief; Robert Robbins, Anderson County EMS; Kevin Ryan, KDOT; Pat Tate, Public Safety; Mike Thweatt, Kansas Highway Patrol; Oscar West, EKAE; Jessi Zillner, Anderson County Communication Center.

 

Absent: Nate Cunningham, Anderson County EMS/St. Rose School; Troy Hart, Garnett Fire; Brianna Hiles, SEK Multi-County Health Department; Kristie Kinney, City of Garnett; Jim Manning, KDWP; J.D. Mersman, Anderson County Fire/Emergency Mgt.; Alan Quaintance, USD #365; Leslea Rockers, East Central KS Agency on Aging; Christina Rush, Anderson County Hospital; Cheryl Strobel, Apple Bus Co.; Margo Williams, Anderson County Hospital.

 

 

CALL TO ORDER

Robert Robbins, Vice-Chairperson, called the meeting to order at 10:00 a.m.  Michelle Miller filled in for Secretary, Kristie Kinney, and took minutes.

 

 

CHAIRPERSONS REPORT

Robert Robbins, Vice-Chairperson, stated that the committee needed to review the By-laws and also look at the membership list and add or delete names as necessary.

 

 

NEW BUSINESS

Pat Tate, made a motion to approve the By-Laws as written for next year, seconded by Jessi Zillner, motion passed.

 

Marvin Grimes made a motion to re-elect current Officers for the next two years, seconded by John Alford, motion passed.

 

The membership list was reviewed at this time.

 

Pat Tate made a motion to add Vern Brown with the Anderson County Advocate Newspaper as the Broadcast Media member, seconded by James K. Johnson, motion passed.

 

Glenn Mudd made a motion to remove Freddy Partida as Southern Star Central Gas Pipeline representative and replace that position with David Kueser who works in Operations at SSCGP, seconded by Marvin Grimes, motion passed.

 

Don Nungesser made a motion to add Brianna Hiles with the Anderson County Health Department as a new member, seconded by Jessi Zillner, motion passed.

 

Don Nungesser made a motion to add Mike Thweatt with the Kansas Highway Patrol as a new member, seconded by Marvin Grimes, motion passed.

 

John Alford made a motion to remove Scot Brownrigg as a member and replace that position with Jeff Hupp, Anderson County Sheriff, seconded by Jolene Alexander, motion passed.

 

Glenn Mudd made a motion to remove former Chief of Police for Garnett and replace that position with the new Chief of Police, Kevin PeKarek, seconded by Marvin Grimes, motion passed.

 

Pat Tate made a motion to remove Kelly Meyers, KS National Guards, and to fill this position at a later date, seconded by Marvin Grimes, motion passed.

 

An introduction by everyone was made for new members present.

 

 

COMMUNICATION AND REPORTS

Marvin Grimes reminded the committee to look over the Operations Plan.

 

Jeff Hupp said that he would get a calendar hung outside the training room, so we would know what dates are open to use the room for our meetings and exercises.

 

Glenn Mudd questioned how often we would be having committee meetings in the future. Marvin stated that it would vary due to exercises that we would be required to have.

 

Vice-Chairperson, Robert Robbins, suggested the group think about developing an exercise committee to work on the planning of our exercises, and that they would need to meet as often as needed. More discussion will be held on this subject at the January meeting.

 

Marvin reported that he and J.D. Mersman worked an exercise in Paola, which was a fire inside the jail. It was a very good learning experience for everyone involved.

 

Corrections on the membership list need to be turned into J.D. Mersman, Chairman.

 

The next meeting will be January 26, 2012 at 10:00 a.m. at the Law Enforcement Center training room.

 

There being no further business to come before the committee, a motion was made by Jeff Hupp, seconded by John Alford to adjourn at 10:30 a.m. Motion passed.
